•• Это слово крайне «неудобно» в переводе, когда употребляется во множественном числе и означает вопросы (проблемы), вызывающие озабоченность (требующие решения). На переговорах об ограничении и сокращении ядерных вооружений американская делегация еще в начале 1970-х годов употребляла это слово, говоря, например, о стремлении обеих сторон сохранить побольше самых современных и эффективных вооружений у себя (и добиться сокращения таковых у противоположной стороны). В конце концов, предложения типа Our new proposal goes a long way to address the concerns of the Soviet side решили переводить Наши новые предложения в значительной мере учитывают озабоченности советской стороны. Звучит, конечно, неуклюже, зато «надежно», ибо слово concern выступает в данном случае как своего рода термин, а с ними, как известно, шутки плохи – перевод должен быть сжатым, емким и легко «подставляемым» в самых различных контекстах. В общем, я понимаю тех, кто за неимением лучшего утвердил (а это было именно так – перевод утверждался на уровне заместителя министра иностранных дел СССР!) этот неуклюжий перевод. Теперь он проник во всяком случае в специализированный русский язык. Так, например, в статье А.Арбатова в «Независимой газете» встречаем такое предложение: США должны пойти навстречу озабоченностям России в вопросах глобального стратегического баланса. В более обычном словоупотреблении concerns можно переводить как сомнения, оговорки, настораживающие моменты, опасения.
